Organisation Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations, and training.
INSO provides daily support to more than 1200 NGOs operating in 18 of the world’s most insecure countries.
INSO is registered in the Netherlands, with its headquarters based in The Hague, the international city of peace and justice.
INSO Ukraine
INSO Ukraine opened in 2015. Since the full-scale Russian invasion in February 2022, it has rapidly expanded to a complete platform serving the needs of NGOs in a fast-evolving conflict. Currently, more than 380 national and international NGOs receive INSO services, in both Ukrainian and English, including information, analysis and advice through a wide range of written products, meetings and briefings, tailored assessments, crisis support, and a broad range of training courses. Our country office is in Kyiv, supported by field offices in Dnipro, Odesa, and Kharkiv.
The scale and intensity of the conflict in Ukraine continue to pose significant humanitarian safety challenges, particularly around heavily contested frontline areas where the humanitarian footprint has expanded since 2023. As part of INSO Ukraine, you will play a key role in supporting NGOs and helping aid reach people in need in a safer manner, while at the same time being part of a vibrant and growing humanitarian community bringing together experiences from across the globe.
INSO is now seeking an experienced professional to join our team as a Safety Advisor (for the period of absence of the main employee).
Job Summary
The Safety Advisor provides security analysis and advice that is vital to the efforts of the NGO community to deliver aid and assistance to the thousands of people who need it. Build and maintain a diverse network of contacts, articulate complex political and socio-economic analysis from an objective, neutral perspective, and produce and disseminate written products and deliver briefings on a time-sensitive basis. Identify trends and patterns within quantitative datasets of security incidents, linking this information to broader political and socio-economic development. Safety Advisor also represents INSO among a diverse and important audience of members and a wide network of contacts, including UN agencies, international donors and organizations, local communities, and their leaders.
Main Duties and Responsibilities:
- Establish and maintain an active information network, which includes NGOs, the UN, military forces, and other national and international security actors to obtain credible and relevant safety information.
- Provide NGOs with timely and credible security information and contextual analysis of the local security situation through daily alerts and reports, weekly incident lists, bi-weekly analytical reports, and other thematic reports.
- Facilitate and lead regional NGO community security roundtables.
- Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.
- Manage a small office team, including supervising national staff and oversight of local logistics and administration.
- Effectively represent, promote and protect INSO’s mandate of independence, impartiality, and neutrality.
PERSON SPECIFICATION
Knowledge, Skills and Experience
Essential:
- Fluency in English, both written and spoken.
- Proven writing, editing, and analytical skills and the keenest eye for detail.
- Significant experience in insecure/conflict-affected environments.
- Personal and professional resilience in a fast-moving, high output, quality-driven program.
- Experience in the humanitarian, and/or risk management and/or humanitarian access sectors.
- Independent drive, motivation, excellence, and ability to operate and sustainably manage staff and teams under strict systems and deadlines.
- Well-developed personal, organizational, and team management skills and standards in a diverse multicultural setting.
- Demonstrable understanding of humanitarian safety practices and principles.
- Graduate-level education in a relevant field or equivalent work experience.
Nice to Have:
- Prior experience in an inter-agency role.
- Experience with NGO security and/or project management.

Terms & Conditions
Official Employment Contract with a 3-month probationary period with an expected starting date 13 October 2026, UAH 116 150 Gross salary, 13th Salary, 2 days annual leave per month, and Health insurance.
INSO Ukraine, unfortunately, does not provide a military exemption.
