TERMS OF REFERENCE
FOR THE NATIONAL CONSULTANCY CONTRACT OF: Labour Market and Employability Support National Consultant
1 position — Dnipro, Ukraine
- Duty Station of the Consultancy: Home-based with travel to communities in the target oblast
- Duration of Consultancy: 5 months.
- Nature of the consultancy: Consultancy type B
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Senior Programme Assistant (Migration, Sustainable Development, & Livelihoods), the LME National Consultant will be responsible for communicating with private companies that could provide employment opportunities for veterans and families of veterans, combatants and the fallen in the target locations; identifying needs of the local entrepreneurs in personnel and special equipment; engaging and communicating with representatives from oblast and city councils, heads of local territorial communities, non-governmental organizations, chamber of commerce, business associations, veterans' hubs and other relevant stakeholders on matters related to cooperation between local businesses and veterans seeking employment.
- Project Context and Scope:
The project «Promoting Social Cohesion and Veteran Reintegration in Ukraine through Evidence-Based and Locally Owned Responses and Capacities» aims to contribute to the stability of conflict-affected communities in Ukraine by promoting evidence-based and community-driven actions that support social cohesion and veteran reintegration. As part of the support, IOM will provide skilling/reskilling oppportunities for veterans and families of veterans, combatants, and the fallen. The Project is expected to reach about 170 beneficiaries and 50 entrepreneurs.

- Category B Consultants: Tangible and measurable outputs of the work assignment:
Tasks to be performed under this assignment:
- Conduct a local labour market assessment that will include tasks 2−10.
- In coordination with IOM and in cooperation with consultants from other target oblasts, contribute to the development of a relevant questionnaire and methodology aimed at identifying businesses' needs in personnel and special equipment to support veterans, family members of veterans, combatants and the fallen.
- Identify and map potential labour market partners who could create synergies with the Project. The mapping should include, at minimum, a contact list of employment partners in the target locations.
- Establish contacts with employers and, as relevant, chambers of commerce, employment support organizations, recruiters, veterans' hubs, and other relevant stakeholders.
- Build and maintain communication with relevant local authorities and institutions (including local State Employment Centers, and Oblast-level Regional Development Agencies), as well as local business support organizations.
- Identify business sectors and micro and small-sized businesses specifically prepared to hire veterans, family members of veterans, combatants and the fallen. The mapping should include a contact list of employers in the target locations. All mappings should be conducted either via phone or through in-person meetings.
- Identify businesses with the capacity and expertise to provide vocational training or courses for veterans, with the potential for future employment opportunities.
- Identify vocational training providers in the target locations and compile a list of courses and training programs they offer for veterans, their family members, combatants, and the families of the fallen.
- Provide a list of professions and positions identified after consultations with business owners, for which those are ready to employ veterans, family members of veterans, combatants and the fallen.
- Provide recommendations for businesses that plan to employ veterans, family members of veterans, combatants and the fallen.
- Suggest criteria for businesses selection that reflects the local businesses' demand for staff and professions, their readiness to employ and/or train veterans, family members of veterans, combatants, and the fallen, as well as other specifics identified during the assessment.
- Ensure project visibility and provide inputs to communication materials as required.
- Share a completion report along with the list of lessons learnt and key challenges with IOM and based on it, to provide recommendations for future similar interventions that could contribute to sustainable employment and boost community engagement and participation.
- Perform such other duties as may be assigned.
- In coordination with IOM, conduct individual consultations with private entrepreneurs to better assess their expectations from new staff and the bottlenecks they face with recruitment of veterans.
- Performance indicators for the evaluation of results:
Deliverable 1 by 15 June 2025
- Draft workplan.
- Contributions to the assessment methodology and the questionnaire for employers and other employment partners to conduct a labour market assessment.
Deliverable 2 by 15 August 2025
- Database of stakeholders working closely with veterans, family members of veterans, combatants and the fallen.
- Database of key businesses sectors and businesses specifically ready to employ veterans, family members of veterans, combatants and the fallen, including a list of professions and positions they can offer.
- Database of businesses with the capacity and expertise to provide vocational training for veterans, their family members, combatants, and the families of the fallen.
- Database of local vocational training providers offering skilling and reskilling opportunities for veterans, their family members, combatants, and the families of the fallen, including a list of professions they support.
- List of desirable and the most common professions and positions identified after consultations with business owners ready to employ veterans.
- Summary of the information gathered through the engagement, along with an analysis of the main needs and challenges faced by the employers.
- List of criteria for businesses selection that reflect the specific characteristics and peculiarities of the businesses interviewed.
Deliverable 3 by 30 September 2025
- Final report that includes at minimum a summary of findings from employers' engagement, key takeaways from individual consultations with business owners, a list of lessons learnt, key challenges, successful case stories and list of actionable recommendations for future similar interventions.
All deliverables should be provided in Ukrainian.
- Education, Experience and/or skills required
- Bachelor’s Degree or higher preferably in development studies, public administration, political science, economics, law, or other relevant field, from an accredited academic institution with at least five years of relevant work experience.
- Understanding of the labour market situation in Ukraine and proven experience of previous engagement in income generation and employment stimulation programmes, inclusive economic empowerment initiatives.
- Data collection experience is required, especially experience with implementation of qualitative methods including coordination of Key Informant Interviews and Focus Group Discussions.
- Strong report writing and analytical skills.
- Experience working with veterans and families of veterans, combatants, and the fallen is an advantage.
- Travel required
Travel will be required to the locations in target oblast. The consultant will be responsible for the associated travel costs and arrangement.
